WATER AND SEWER AUTHORITY Richard Conte
The Newtown Water and Sewer Authority held their regular meeting on Thursday, October 16, 2008, at the Wastewater Treatment Plant, Commerce Road. Chairman Richard Zang called the meeting to order at 7:05pm.

Absent: Alan Shepard, Phil Cruz, Lou Carbone
Also present – Fred Hurley, Public Works Director, Julio Segara and Jason O’Brien of AOS Operating Company
Approval of the Minutes: Upon motion by Marianne Brown to approve the minutes of the September 29, 2008 special meeting as presented. Richard Conte seconded, motion unanimously accepted.

OLD BUSINESS
Gallons processed vs gallons billed study – Jason O’Brien spoke with Kevin Moran at United Water and made sure he had the contact information for the towns IT department. If there is no contact in the next week Jason will set up a meeting to get things moving.
Eton Center, Queen Street & Church Hill Road – There will be no benefit assessment because there is no change in the square footage and the use is the same. The new bank building in the front will need to be assessed. That information is still to come from Chris Karin.
33 Church Hill Road – A letter was received from Raffie Aryeh for a payment plan for the benefit assessment. Normally the assessment is paid before the WSA will sign off on C of O. There have been payment schedules in the past but the maximum has been two years. This request is for three. There will be interest included in the payment plan which would be at the same rate the town charges. Marianne Brown motioned to set the benefit assessment over 3 years payable quarterly at the town rate. Carl Zencey seconded. Motion unanimously accepted.
FY 09 Budget - 2008-2009 Water Budget was presented by Fred Hurley. He did a comparison of the Actual 07-08 budget with the proposed budget that was presented to the Legislative Council. He also presented a current revenues and projected revenues with rate increases. Richard Conte motioned to approve the proposed budget of $224,882 for the fiscal year 08-09 for the water fund. Marianne Brown seconded, motion unanimously accepted.
NEW BUSINESS
Report by Public Works Director – None
Report by AOS Operating Company – The plant ran fairly well. There have been three hits to the plant from some type of industrial flow. There are a few businesses in town that may be discharging into the system. Julio will be going to the businesses in the system that have a discharge into the system, make copies of the MSDS sheets so if this happens again, they can test for the various MSDS. Well 3 had been worked on by S.B. Church. Two days after the work was complete, a sample was taken from the well and there was a hit of iron bacteria in the water. Church came back with his crew and truck with a chemical that will clear the system at their expense. The only cost to the WSA is for the chemical. This can grow back anywhere from 2 to 5 years so this will
become a routine maintenance.
Any other business – Larry Edwards has sent a letter to the WSA requesting the Authority to send a letter to DEP stating that the Riverview Condominium Association is in compliance. Once an engineers report has been received from Mr. Edwards, a letter to the state can be sent.
